Legislature passes AEA dues bill, PAC-to-PAC ban

After a marathon session thanks mostly to a filibuster, the Alabama House on Wednesday passed a bill that would ban the state from taking dues out of state employee paychecks for organizations such as the Alabama Education Association and the Alabama State Employees Association.

The Senate later passed the bill after just 45 minutes. The House had spent 15 hours debating the bill Tuesday and through the early morning hours Wednesday.

State Rep. Alan Baker, R-Brewton, was one of few Republicans to vote against the bill. He said Wednesday that he and many of his constituents were concerned with the speed with which the bill was going through the Legislature during the special session called on ethics reform.

“I wasn’t necessarily concerned about the bill, but about the speed with which it was moving,” he said. “I think we needed more information about the impact it would have.”

The House and Senate also passed a bill which would ban transfers between political action committees.

Both bills now go to Gov. Bob Riley for his signature.

The House and Senate are expected to continue meeting today.
