The South Alabama Regional Planning Commission will contract for certain services for elderly persons in Mobile, Baldwin and Escambia Counties for FY 2004. Funding is from the Older Americans Act. Providers must comply with any and all applicable federal and/or state regulations.

MEDICAID
WAIVER PROGRAM REQUEST
FOR PROPOSAL
THE SOUTH ALABAMA REGIONAL PLANNING COMMISSION (SARPC) will contract with interested, qualified Medicaid providers for certain home and community based services for Mobile, Baldwin and Escambia Counties as authorized under Section 1915© of the Social Security Act. Providers must be willing to accept the rates set by SARPC.
There are no enrollment time restrictions, and proposals from interested, qualified Medicaid providers can be accepted at any time. However, rates of payment are established every two years with rates for the period October 1, 2003 to September 30, 2005 to be established by October 1, 2003. All providers are paid the same rate for services. Services to be contracted are homemaker, personal care, unskilled respite care, skilled respite care (LPN, RN), and adult companion services and adult day care.
Fiscal year 2004-2005 rates for reimbursable cost per unit of service will be established, in part, utilizing rate information submitted by potential contractors responding to this Request for Proposal. All interested providers should submit a formal proposal, including the estimates of the minimum total dollar cost per unit of services noted in paragraph two as applicable.
